Just to be clear. There is no such thing as "secure" internet access. There is just access. While using a mobile hotspot can in prevent SOME man-in-the-middle attacks it is not "secure" for other things. If you have a modern OS and an up to date, firewall and anti-malware and don't click past untrusted certificates, don't go to questionable sites etc. You should be fine. I have been in IT for more than 20 years. If you are using a public Wi-Fi you can have a risk of having a malicious person trying to get in the middle between you and the Internet site you really want to go to. However there are telltale signs that this is happening such as a mismatched digital certificate or an untrusted certificate. As to mobile hotspots T-Mobile is the least expensive however their network drops to EDGE outside major cities. In rural areas off major hIghways you can lose connectivity altogether. I have two phones one T-Mobile with unlimited data and Verizon with a low data cap. If there is data I can get a connection. I have also used a W-Fi repeater to extend my range.
