If a pool gets too acidic, especially if a fairly high amount of dichlor or trichlor is used in these hot high-use months, it can develop a strong "too much chlorine" smell but still test a normal free chlorine level. Small children would probably feel sick from that.

If that's what happened the solution is to adjust the pool alkaline.
