The key there is the "slowly" part. If you are doing the speed limit you are not driving slowly and there is no requirement to get out of the way unless you are an idiot and doing that in the fast lane (passing lane) of a 4+ lane highway.
You like to use the idiot card a bit too much (multiple posts in this thread with you using the word idiot) but you do not seem to know as much as you think you do... irony?

Towing Vehicles, Buses, or Large Trucks
When you tow a vehicle or trailer, or drive a bus or 3 or more axle truck, you must drive in the right most lane or in a lane specially marked for slower vehicles. If no lanes are marked and there are four lanes or more in your direction, you may only drive in either of the two lanes closest to the right edge of the road.
i.e. you already are required to drive in the two most right lanes on hwys 4 lanes or more if you have 3 or more axles or tow a toad or other trailer.

Turnout Areas and Lanes
Image of 'turnout' sign.Special “turnout” areas are sometimes marked on two-lane roads. Drive into these areas to allow cars behind you to pass.
Some two-lane roads have passing lanes. If you are driving slowly on a two-lane highway or road where passing is unsafe, and 5 or more vehicles are following you must drive into the turnout areas or lanes to let the vehicles pass
There is NO speed listed, i.e. you are in violation in you are holding up 5 or more vehicles and you do not use a turnout. Have a bit of what most would consider common courtesy.
