I had a 40' coach with a Cummins ISC and an exhaust brake. When I started to have trouble with the exhaust brake not feeling right, I found that it was only partially closing, due to binding, and I had to replace it. The symptom was it wouldn't hold as well as it used to before it had the problem. This took time to start occurring.
