I have SEEN and EXPERIENCED a HUGE difference in attitude between State campgrounds with 2 week limits for everyone and private campgrounds with seasonal tenants. Overall- (there are some exception) season campers are stuck-in-the-mud and are territorial. State campgrounds that are designed for transient (not permanent), are a much friendlier bunch (annoying sometimes ... but friendly and having a good time). Season tenants watch you, glare at you, follow you around, and are very QUICK to put you in your place ... even when you are already in it!
I simply cannot imagine what it would be like in a park where tenants OWN the actual site! OH MY GOSH! I just can't imagine that! I certainly hope I never have to end up in one like that. I can't imagine why anyone would even consider staying at some place like that either! Sometimes, we (transient campers).... really are NOT welcome!
