We went into an Escapee Coop and the resident people were so friendly we just couldn't help becoming members ourselves. They sure do have rules, but I read them all carefully and there was nothing for me to object to. I have done my time as president of a HOA and dealt with condo commandos for 15 years. DW and I generally had a good laugh after they finished ranting and left.
Keep the rule book short and easy to enforce then enforce it. When I was no longer on the board and I got caught in a minor violation - a contractor I hire left the trash container in place 24 hours too long, I just grinned and said, yup and it will be gone when it is gone. We were moving out and that neighbor was part of the reason. Of course the fact that we are getting on and the place was four stories did have something to do with it.
