Well, I got the issue fixed.
It's embarrassing, but, it's fixed.
Apparently the cold water valve is malfunctioning. Water was going into the unit when the city water connection was pressurized. 110V or not. Using my inspection camera I found two valves one for Hot water and one for Cold. I turned them both off and resumed with the City Water. No water going into the unit.
Opened the Hot valve, silence. Opened the Hot valve, water sounds. Dang. So, I figure the Hot valve is now broken. No worries, Don't plan on using it anyway.
Now, back to the power issue. No power to the outlet. Get ready to bring in an extension cord and right there staring at me, jumping up and down waving it's arms is a three-way switch that is labeled, "MICROWAVE OFF WASHER/DRYER". I flip it from MICROWAVE to WASHER/DRYER and lo and behold the W/D unit starts working. I change it to "SPIN/DRY" and the tub starts draining. Solved.
