Commercial vehicles pay road taxes based on how many miles they drive in each state based on a fleet mpg. They get refunds on the fuel tax they don't burn in a given state and have to pay taxes (per mile) in each state they drive through. This ensures "drive through" states get money for their roads. Since a truck can have a 1,000 mile or better range not every state would get their piece of the pie. Since cars tend to burn most the fuel (ie road tax) they buy where they bought it the states focus on trucks. When I use to haul beer cans I could leave Indianapolis and not stop for fuel again until I reached Santa Rosa NM. It's all a tax game.
DOT numbers are required to be visible on each side to the truck as well. Again it's about collecting taxes.
In Ag states they stop us to look for "red diesel" to ensure we are paying road taxes and not using "off road" fuel.
On some large RV's that might have one time been a commercial vehicle have "Private RV not for hire" decals on the cab. It's all about the taxes.
