I am assuming based on the year, this is a newer flat screen that receives Advanced Television Systems Committee (ATSC) standards signal (a.k.a. "digital over the air TV")
If it is an older TV that ONLY receives NTSC (a.k.a. analog over the air TV"), you are never going to receive anything.
While in an area where you know there know there is close TV broadcast antenna, buy a cheap non-amplified antenna from Walmart and hook it up.
Before you "scan for channels" on many TVs you have to go to the main menu and choose "over the air" as your input.
