Be aware that PPL is a consignment lot.
Coach condition at time of listing is NOT their responsibility. There will be coaches in excellent condition and those that have been totally neglected, again depending on the owner.
Yes, PPL could do a better job of:
1. Getting owners to fix/clean before putting on the lot.
2. Giving an honest appraisal of the vehicle condition. But, this is a tough one, as some of that is subjective.
This is very much like boat brokers. They list boats over a wide range of conditions, with condition the responsibility of the boat owner.
