Can you expand this. Do you have a link to such a seminar or a link on anything to support this? I happen to have a lot of experience in this particular area and have never heard of any law enforcement agency trained to seize anything "If no criminal activity is suspected." In fact the only reason to try and seize anything is if in fact criminal activity is suspected. Now there are civil seizure laws that allow property to be seized even if no criminal charges are brought, but not if no criminal activity is suspected.
