The 2000 Dutch Star pusher on the Spartan chassis came with the cummins ISC 300 or 330, there is no ODBII. It is a J1939 HD truck protocol it uses which requires something like the scangage D in order to communicate with the ECU.

When the fuel filter clings and the engine stalls out, it pretty typically gives that stalling out feeling.
Sounds to me that the fuel pump failed. That more typically gives the sudden engine quit scenario.

The Execlamation point usually means TROUBLE (not specified) if you have a code reader, plug it in and read it. It will tell you something.

Of course.. I know OBD 1 better than OBD II.. On OBD 1 when you plugged in the reader you always got one code (I think 888) the code translates as "no signal from ignition pulse sensor" or some such in formal technical language.

In simpler English: "Engine not running".

They coded it 888 because that way you tested the segments on the 7 segment displays.

If it were me, I would not suspect a clogged fuel filter. A clogged filter will typically cause fuel starvation at heavy load or throttle demand. If it won't start, I really suspect the fuel pump itself. I don't know what engine you have, but I'm sure it's fuel injected. This means it will likely have fuel rails. On most fuel rails, there is a port that looks like a tire valve that you can depress to see if any fuel comes out. If not, it usually indicates three things. 1. Even though your fuel guage says there is fuel in the tank, it's wrong, and you're actually out of fuel. 2. You have a blockage such as a severely clogged filter. 3. Your fuel pump has failed.

How would I trouble shoot? 1. I'd see if you have fuel at the fuel rail by depressing the valve if so equipped. 2. If there is no fuel at the rail, I'd pull the fuel line where it goes into the fuel filter. Turn on the ignition which will turn on the fuel pump. If fuel is going to the fuel filter, but not coming out, then the fuel filter is contaminated and should be replaced.

Pull the fuel filter and see it has fuel in it try listening to hear the fuel pump run

You're all so very kind to help us. Makes us feel no so alone out here. My husband said we don't have an OBD, but we do have a Silverleaf computer program. Most of the entries under the diagnostic tab refer to fuel injectors. ?

It could also be a fuel delivery problem due to a faulty fuel pump. You don't happen to have an OBD reader available do you? If so, I could look up the code for you.

X-2, Low fuel or clogged fuel filter is the first two things I would check for! Good Luck
