For all we know, those tent campers showed up a day or two or three beforehand, and have been staying there all that time. One cannot leap to conclusions about reservations.
Maybe all the tent-only sites were taken when they arrived, so they paid the extra for an RV spot so they could stay in their preferred CG. No harm, no foul.
