Yup, Anyone can reserve and use any campsite unless the facility has rules against that. My F-I-L use to park his motorhome in a site that was not supposed to fit his 35' Bounder, but it did and he was across the street from his little girl, my DW, when we had a popup. So it works both ways, sometimes you are not supposed to fit but you squeeze in and sometimes you have lots and lots of space all around you.
