On the other hand, California has requirements for many different specialized gas formulations that are only produced in California refineries. Given the difficulty of building new refineries and the types of crude that the California refineries were built to handle and the fact that most of them have to run flat-out to try and keep up with demand, it could be just simple economics and wear and tear on the equipment.
But look at the situation in Canada and the current exchange rates. They may soon be paying us to travel north of the border.
