On the other hand, California has requirements for many different specialized gas formulations that are only produced in California refineries. Given the difficulty of building new refineries and the types of crude that the California refineries were built to handle and the fact that most of them have to run flat-out to try and keep up with demand, it could be just simple economics and wear and tear on the equipment.
But look at the situation in Canada and the current exchange rates. They may soon be paying us to travel north of the border.
On the other hand, judging from the profits that the oil companies are making here in California, it may be that 90% of the high prices are from price gouging. Maybe their thought is, we've cut back on production due to excessive control by CARB and failure to let us build new refineries due to influence by Greenies, so while we raise prices to reflect those problems, let us raise prices twice as much as necessary to make a good profit. After all it's what the State Government will allow us to do and what they do.
Has nothing to due with who has control of every elected State office does it?
