The signs must change
Most states have a law that states you must move over or slow for vehicles stopped on the side of the road. The signs need to include the words WHEN SAFE. I have nothing but respect for truck drivers ...

On the other side, my friend got a ticket when Police set a trap and he slowed down to only 50 mph.
Truckers training is on decline IMHO.
I had truck cutting me off 1/4 mile before other truck that pulled on the shoulder with 6 feet space to traffic lane.
Than truckers seem to enjoy themselves driving on center freeway lanes 20-30 mph slower than traffic on both sides.
I just love it when I see big rigs do just that! :)
