Appears your shop is doing more guessing than trouble shooting. The legs on your system just travel up and down with hydraulic pressure. If they aren't leaking or bent they were good. If the 2 way valve leaks through, that could be the problem.
A good hydraulic repair shop probably could have rebuilt any of your parts in less time with less cost. Removing the levelers is probably something you will soon regret. Trying to level on wheel blocks probably isn't much fun.
