I don't think you'll ever have maintenance records from the previous owner available at a consignment dealer's lot; certainly it would be the exception rather than the rule.
A lack of maintenance is a very real concern. A lack of keeping track of every record of maintenance is in my opinion rather less of a concern; some people (myself included) simply don't think it's worth the time or effort to carefully record every oil change or file away all the wal-mart receipts from air filters or write down the monthly generator exercise dates.
