threaded opening between Cummins and Allyson Transmission

So last night started getting ready for a trip to Arizona and started the 2001 American Coach Tradition and when I walked outside of the coach, diesel fuel on the ground. As I looked further I notice...

when I was in the military the collar between the engine and transmision housed the torque converter. The threaded hole on the bottom was a drain that was plugged with a threaded pipe plug so the vehicle was able to ford deep water. This could be a through back to that design.
