The rig manufacturers tire pressures are for fully loaded rig, the tire manufacturers max pressure is for the max load weight for that tire or pair if duallies. If your measured weight equals the max for that tire then go with max (cold) pressure. Under inflation for the load is a leading cause of tire failure. The main result of over inflation is premature tread wear. (Unless you get really stupid about over inflating)
