Yes, this can be fixed, but it depends on the toilet. Had the same thing happen to me on my Thetford toilet. Had to buy the cable kit and re-string the cables for the pedal to work. Very easy to do and the kit comes with everything you need. I believe this is the kit below. Again, depends on the toilet you have.
