Depending on Brand/Model of toilet and the available space to work in......the water valve assembly can or may not be replaced with toilet in place.
The water valve is clogged up....debris, scale, failing etc.
Go to mfg. website (thetford, dometic) and look at the exploded view of your toilet. Get a new one or you can remove old and try to unclog it.
