Dream Chaser, please clarify....it looks like, from your post that the ticket was for speeding and there was a surcharge. The surcharge was for the speeding, right? Even though the LEO said the back seat seatbelt was not legal, he didn't give you a ticket for that? I would just say "yes sir", drive a few miles and go back to the "illegal" seat.
