Can you hear a whirrrr for a bit (5-7 seconds) when you turn on the ignition? (Not to start, just to on position)
If not, it is dead.
Most Ford fuel pumps die at 10-15 years. Mine did, and I posted pics with the post when a friend and I swapped the pump one cold January day. I had odd start problems before it quit. Fortunately it was in the barn at home during one of my monthly starts.
