In California any trailer above 1500lb has to have brakes and break-away system. Few years back I was shopping around for equipment hauler in Nebraska and was offered brand new 7000 lb trailer with no brakes.
Chains are another story. Even trailers with heavier chains, have U-hooks on the end, who will straight up on any drop (ask me how do I know).
Bottom line, you have the right to your concerns, but bashing somebody on the internet for something you are not allow to judge can bring some legal consequences and is brushing the ethics.
I think with real concern, you should point the set to an officer.
