UPDATE:
Should have posted this weeks/months ago.
On the way home, in San Carlos, on their 30A RV outlet the heatpump worked great. No problem starting. HOWEVER I had taken the Xantrex out of circuit (it had died) so there was no low voltage protection.
It runs fine on the generator (7500 Onan Quite Diesel)
Looks like it was just an inadequate supply.
