Hmmm. I though fleetwood put an EMS in those. Same as the Southwind. Assuming your fridge and water heater on gas both AC's should come on although the EMS will delay the start up on the second unit until the first unit is up and running.
Check to see if it has a full up EMS with load shedding. Maybe it wasn't offered on your unit.
