Yes, "knock-offs" or fake versions of US-branded tires have issues and are illegally imported. But foreign brands imported to the US, like Wanli, compete legitimately with other brands and as such need to offer a safe, reliable product or they'd be out of business.
Every US brand (Goodyear, Cooper, etc.) has manufacturing facilities overseas. Conversely, many foreign brands have facilities in the US (like Michelin, Bridgestone and Pirelli). The DOT code on the tire will tell you where it was made.
In general you do get what you pay for. If you want to spend 2x or 3x to buy an "American" brand be careful - the brand isn't a guarantee that it was made in the US. The compromise in a lower-priced tire is often in tread design that might result in more road noise and/or materials that might result in a harsher ride. Then there's just pure mark-up because of the brand - paying more for a name. The compromise in a less expensive tire is not necessarily in safety.
