If this is the case, and it has the wrong plug, AS A LAST RESORT, try heating it with a plumbers torch to loosen it. If It works, put the correct plug in... if it doesn't work, well.... you were going to have to replace the tank anyway...
ONLY use this direct heat via torch as a LAST RESORT! Try any other reasonable suggestions first!
