I found this out the hard way, after paying to have mine replaced, only to find the brand new one did it too.
People use a pressure regulator at the spigot and then let the WH drip at 100+ psi makes no sense.
On mine it turned out to be a weak joint near the water pump. Very difficult to find when it only leaked when the WH was heating and no water use.
