I have had good luck repairing cracked tanks with fiber glass cloth and Shoe Goo or regular Goop. The adhesive is very ductile unlike epoxy's which are a stronger adhesive but tend to be more brittle. What I would do is sand the exterior area to be repaired with 80 grit sand paper drill a #40 stop crack hole on each end of the crack. Wipe the area to be bonded with acetone. Wet the cloth with the adhesive and apply the whetted adhesive to the outside of the tank. Make sure there are no air bubbles between the cloth and tank. If the area is on the bottom of the tank I would use 3-4 layers of any square weave FG and overlap the first ply by 3-4 ins on each side of the crack then stagger the other ply drop offs by 1/2 in. The tank being 22 years old I would try the above procedure first before removing the tank and welding.
