This one-way valve is inside your city water inlet. It allows water to flow into your RV and prevents water from flowing out when you use your onboard water pump. It can trap water in the tubing leading to the RV plumbing if it is not installed so water drains out when you open your low-point drains.
I've never bothered to push it in to open it manually because often doing so causes it to stick open or break. I've gotten by for several decades without bothering it and never had it freeze and break anything.
