The voltage put out by any modern 3 stage charger will very depending on the state of charge of the batteries. With discharged batteries the voltage will start high maybe as high as 18 volts on some newer chargers and go down in current and voltage as the charged state of the batteries increases. So I don't know if he is right or not. I have heard a lot of good things about Magnum inverters/ chargers.
