Yes, you can burn food on to a stainless pan and it will stick.
Soak the pan in warm water for 15 minutes or so and then clean. For really stuck on food you might need a stainless steel scrubber, but I have not used one of those in many, MANY years !
To keep SS pans having that "like new" shine, you need to use something like Cameo Stainless Cleaner or Bar Keepers Friend or Bon Ami. A little on a damp cleaning rag, polish them up and rinse.
I have Farberware that is over 40 years old and it looks like new.
