One mistake people make frequently is thinking that the teeth are OK when there is no calculus or tartar on the teeth. This is only part of dental problems as periodontal disease is very common and can be present when the teeth are a pristine white.
As others have said, probably best to check it out with your vet.
There can be bad breath due to diet and stomach issues as well. If teeth are OK, I have clients that use a water additive or chlorophyll tablets or treating the stomach issues with Pepcid. Probably best to discuss all of these with your vet.
