Absolutely, this was a powerful dog running loose, probably unvaccinated that got into a dogfight while a 4 year old girl was nearby. They were lucky that people and dogs were not really hurt. What would you do in your neighborhood at home if some idiot let their dangerous dog run loose?? IMO: If the owner was not being responsible, it's a matter for police/dog warden.
