That's really bizarre!!! It's too early in the year for her to have been eating fireflies.... and I know there are phosphorescent things in warm lagoons....
However - if she's leaving "drops" - she might have a urinary tract infection? Usually they "go" and then they're done.
One last thought: my daughter worked at a local University Hospital Oncology Research Center - she was developing "glow-in-the-dark" mice. The mice possessed the same stuff in a firefly's backside. The idea was that these mice could be tested for cancer treatments - and damaged tissue would be clearly visible. I saw photos of a shaved/sunburned mouse and it WAS green under the right light....
I wonder if that has escalated to dogs?? And if your dog has an infection (lab animals aren't as "tough" as regular animals).... well, it's a long shot.....
