Sit outside, but a bit away from the food when you put it down. Over a very slow period move the food closer to you. It works best with very stinky wet cat food to really entice him. As he gets more comfortable, let your hand hang down beside the chair to give him a chance to approach you. Do not watch him, but read a book or your phone when sitting there. It can take some time, especially if it is truly feral and not a former pet.
