Things are starting to come to life here too. It's a mixed blessing because the tourists are coming back and crowding the roads. Cutting in front of other drivers and in general just being plain rude.
Hope you can resolve that situation for your mom. You're right. She shouldn't be paying for something she isn't getting. Sounds like a request for a refund is in line. They shouldn't be able to charge her for more than "storage" of her stuff.
Perhaps you can drop a hint to your northerly neighbors to build an aging friendly one story.
