My Dad had a technique for teaching dogs not to chase cars that might work. He'd tie a short stick to their dog collars so it would hang down in front of them at about knee height. That wouldn't bother them for walking around, but as soon as they started running their front legs would get tangled in the stick and they'd end up tumbling head over heels. Didn't take them long to learn that running after moving things wasn't a good idea.
