I've used a shock collar successfully to stop a "runner" (rescued Cattle Dog - we were warned that he was notorious for not returning) from running. With tasty rewards and buckets of love for coming when called; and a correction for ignoring a call, he quickly became bombproof. Enough so that I could call him off a squirrel/rabbit/groundhog chase.
