How young is too young to take away from mom?

While we were in Bar Harbor this past week a couple with their young daughter asked if they could pat our Springers. Of course we said yes. During our conversation they said they had four 5-week old pit bull puppies in their car that they were trying to sell. My gut instinct was to call animal welfare for two reasons: 1. IMHO the dogs were too young to be sold although they supposedly were eating solid food and 2. They were being sold out of the back of the car. They weren't locals. BH is very dog friendly-almost every store allows them inside. In talking to a shopkeeper she also stated she had gotten her pit bull puppy when it was 5 weeks old. I've been second-guessing not taking any action, but then feel it would have been an overreaction. Are some breeds just better adapted to be taken away from mom at earlier ages? Thoughts?
