Like another poster said, there has to be some limits.  It probably serves the park well to have a strict 2 dog limit even if it means they have to exclude some guests or get bad reviews because of it.  Even if someone posted a scathing review because they were turned away, it would probably be a net benefit to the park since other people considering that park would realize the park was serious about enforcing their policies and they could expect a stay with no unpleasant surprises.  I recently was reading reviews and one stood out where the reviewer was livid that the park they were staying in told them that cleaning up after their dog was required and that failure to do so would result in the offender being asked to leave.  It was pretty obvious the reviewer had run afoul of that rule and probably was asked to leave.  That "bad" review sure made that a park I would consider.  Same with a park that enforced a pet limit.  One or two dogs are fine, but traveling with an entire pack?  Not a site I would want to be placed next to.
