A cattle prod or any type of shock device could have the same effect as pepper spray---many times makes the dog angrier and more aggressive.
BEST SOLUTION: (as a few above) Don't let the cat run loose.
If you had a gun --I'm glad you didn't use it on the dog too. Good idea would have been to shoot it into the air to startle the dog (give your cat a chance to get away).
