A "preferred" cigarette lighter cellular charger???

Some of these mini USB chargers cost four dollars and I am suspicious. I would rather pay twenty dollars and get a superior grade of charger. Only problem is I haven't a clue what constitutes a superb...

i got one of these for 99 cents including shipping, on ebay, and it works fine. But a $4 inverter that I tried plugging the phone charger into resulted in the phone making a sad beep not heard before or since.
