A "preferred" cigarette lighter cellular charger???

Some of these mini USB chargers cost four dollars and I am suspicious. I would rather pay twenty dollars and get a superior grade of charger. Only problem is I haven't a clue what constitutes a superb...

I noted the supplied with the phone 120-volt charger by Samsung is rated at 700 ma, and not 1 or 2,000 ma. I can't help but wonder why a $400 device has such a limited capacity charger?
