A "preferred" cigarette lighter cellular charger???

Some of these mini USB chargers cost four dollars and I am suspicious. I would rather pay twenty dollars and get a superior grade of charger. Only problem is I haven't a clue what constitutes a superb...

I believe that is to reduce heat and prolong battery life
LI BATTERIES swell when to warm, and they Are inside the phone where the heat is contained
