Believe they would access it through your Amazon device, if you don't opt out. If your neighbors loses it's network connection with his network, the device would link to your device if in range, and then would have access to the inner-web through your device.
It should be criminal for Amazon to make the default be opt-in, and they didn't tell anyone.
I've opted out.

Don't be too sure. I can see my neighbor's wifi from my house sometimes. It is locked of course and requires a password so I can't log into it. But it is there for someone so inclined to hack into.
I also can walk down the street with my iphone searching for wifi networks and see many neighbor's wifi sitting out there. Some have wifi names that I can associate with that person so easy to identify whose it is.
