I suspect the OP has one or both of these issues: (1) too much malware running, sapping processor cycles; (2) a program has crashed and gone into an endless loop, sapping processor cycles.
I'm a Mac guy, and know just enough about Windoze to be dangerous. While I don't very often see those problems on my Macs, on the rare occasions they do happen, it's nearly always a crashed program, and force quitting it solves the issue. I can tell you how to find that out and remedy it on a Mac, but I'm sorry, I don't know how to do it on a Windoze machine.
